PCN given 5 minutes after parking ticket ran out

yesterday I was given a PCN 5 minutes after the parking ticket ran out. I still have the parking ticket as proof. I feel that it was only 5 minutes, but that might not cut much ice with the powers-that-be. Is it worth appealing/are there any successes for PCNs given shortly after a parking ticket ran out? I won't hold out if you thinks it's near 0% chance of success. If there are any threads which already discuss this, pls direct me. thanks very much for your views.

  • No it was Wandsworth council. Thinking it's too piddly an issue? There are tons of much more worthy cases than mine on this site...
  • It's £60, going down to £30 if i pay within the next 14 days. Obviously I have no plans to exceed the 14 day limit.
  • The parking ticket ran out at 13:48 and the PCN was given 13:53-13:55. So I guess it implies they waited 2 mins in which I didn't re-appear. The rest of the ticket looks like it's in order.
  • Well they're correct for doing so I'm afraid. There are no obligations on the council at all to give you extra time. Many do but likewise many don't - PCNs have become big business.

    What you can do however is appeal against it informally and to the traffic penalty tribunal if that doesn't work. Peronally I'd argue that the council should give 5 minutes leeway due to differences between time pieces (peoples watches and clocks) that that therefore it would be impractical to expect someone to be at their car exactly on the minute a ticket ran out.

    Of course when you look at the time differences they have actually given you 5 minutes. The only difference being that the CEO has clearly spotted your time is almost up and hung around on purpose hoping to get you.

    It's a weak case, a very weak one but its still worth a try to get it cancelled. They can only say no.
