Aggy - I am not sure, but I THINK you can get window glass tinted. I know of offices that have had this done. there is a building in my town which had plain glass, but staff complained it was like working in a greenhouse! they got the glass tinted quite darkly though apparently from inside you dont notice in the daytime.
  • A thin plywood (say up to 10/12mm thick) could be fitted to the inside of the frame, which would be safer than applying a film to the glass, which could still be broken. The plywood can be painted and will be strong enough to cover the window, whilst not ruining the window frame.
If light needs to be allowed through part of the window, leave the top third or quarter open or cover the glass with a clear/opaque plastic. A tall, out of reach curtain or blind could be provided.

Part of the Furniture Combo Breaker
It depends how complicated and expensive they want to go, you can buy remote controlled blinds fitted to windows then attach thick bullet proof perspex over top. Blind can be operated via remote but not accessible from in the room. The perspex won't be breakable.
My son is autistic and we are having the same perspex fitted along our stairs to stop him climbing along the bannisters and falling over. It's guaranteed to not break.
