Although may depend on the post office, I've even had stickers ready AND pre-paid through online postage and the post office still wanted to weigh it to "make sure"."She is quite the oddball. Did you notice how she didn't even get excited when she saw this original ZX-81?"

It basically comes down to scales being unjust. There are presecribed limits of error which depend on the type of machine, its age and its range.
A weights and measures inspector would need to perfom an inspection to ascertain whether the scales were false or unjust.Don't bother trying to sue me - I've got no money!0
