Got Bullguard with this new pc but its very slow, and am sure the last one was the same until I uninstalled Bullguard. Would it be a silly thing to do?

No, provided you replace it with one of the free products such as Avast, Avira or MSE.
I don't have any confidence that any of the paid-for products are significantly better than the free ones. My sister has a paid-for one (Symantec) and it didn't stop her from getting the System Fix virus!0 -

I don't know specifically about Bullguard, but generally av programs have multiple components and it's not easy to determine which parts or running or not.
To be on the safe side I'd uninstall it completely - check to see if they have an uninstall utility rather than using add/remove programs.0 -
