Parcel returned from France

I wonder if anyone can give me some advice. i'm fairly new to eBay and have run into a problem I'm not sure how to deal with. Last month i sold some children's clothes to a lady in France and posted them off to the address given in Paypal. This weekend I received the parcel back with an NPAI label on it which I believes means 'unknown at this address'.
The buyer also contacted me this weekend to inform me that she had not received the parcel. I have contacted her to let her know that it arrived back with me but I do not know what I should do now. I have suggested that I refund her minus postage costs, or that I charge her the £5.91 to send it again. She has emailed back saying that the address I sent to is correct and that they should redeliver for free. If I put it back in the post with a note on it saying please attempt redelivery, would it get there? What would the best course of action be?

It's not the buyers fault as you have confirmed the address. If you were to refund her it would have to be the full amount she paid you.
If you put a note on about redelivery she may well be charged extra for collection at her location.
I would just refund in full and appologise.0
