Ebay Item not as described - can I expect a P&P refund?

Quick Q.
I've bought a low value item on ebay (under £20) it arrived not quite as described (with different parts) in scratched/dirty condition - not 'as new' as listed.
The seller has agreed to refund, but do I also ask for a refund of the original P&P cost, or the original P&P + my return postage costs?
Not been in this situation before so not sure of the form.

you should really be entitled to your original and return p&p costs back as why should you have to be out of pocket down to an incorrectly described item
however if it were a paypal dispute you would be expected to return the item at your own cost and would get a refund of the item cost and original p&p cost
whatever you do make sure you return it by recorded delivery so you can get a proof of delivery otherwise seller may claim they didn't receive it, you will also be able to use the tracking number to prove item had been returned if this matter was to escalate to a paypal claim0 -
Thanks am going to send recorded I think. I suspect the seller may only want to refund the purchase price of the item, as they charged about double the actual P&P cost.

I would certainly ask them for your original and return p&p costs due to the item being not as described.
At the very least i would expect to get the original p&p costs back
You should not have to pay for the sellers mistakes/dishonesty0
