Putting games onto a mobile phone ?

Have just bought my son a new mobile to replace his old one.He has an Alcatel OT606 , but this doesnt have any pre-loaded games on it.My question is how can I put any games onto it without using the internet and downloading them ( as he ran up a £70+ bill downloading games a while back )
Somebody mentioned something about JAVA , which he has on his phone , but dont know anything about it

any help at all would be gratefully appreciated.
