surcharges are not applied by the hire companies these are applied by the insurance companies onto the hire company if they hire to a person under that age, so natuarally the hire company is going to pass this onto the hirer0

It is age discrimination.
It might be justifiable, due to the increased risk of an accident with young drivers, but it is still discriminating purely on age.0 -

No it's not, it's done on risk posed.
The fact that there is a statistical relationship between age and risk is irrelevant.
OP, is it the hire company websites not including the figures or the comparison websites?Thinking critically since 1996....0
