PIN less 0800 access number to use on BT Incontact

I know a disabled lady who because of her low income is on the cruelly misnamed "BT Incontact" tarriff. This means no outgoing calls except if you use a BT phone card at, wait for it, 13p per minute !!! 0800 and 0500 freephone numbers are allowed BUT those with PIN numbers are barred obviously to stop you bypassing the extortionate charges. So my question becomes are there any PIN less freephone access numbers for making outgoing calls that will bypass BT's extortionate "In Contact" charges.

Open a 1899, 18185, or 18866 account for her, and use the 0800 access numbers they provide for cable users? If her useage is low, then it's unlikely to attract adverse attention. No PIN is required, as the account is charged by Caller Line Identification.0

BT software picks up on 0800 calls to indirect access numbers from BT Incontact customers (and low user customers), so it's difficult to beat their "system".0

If Quentin's point is correct, then I see one other possibility without resorting to a mobile phone: callback. There's a lot of (mainly US) companies offering callback, but there is at least one European one - you can see how it operates at Expat Telecom here. The downside is the extra hassle of doing it this way (trigger call followed by a callback, then dial the full number in international format 0044 1xxx) etc, but it only costs about 4p/minute.
