Ticket for returning to short stay car park

I have recieved a ticket for a short stay council car park in Derbyshire.

The maximum parking period is 2 hrs but, with the car park being mostly empty, I purchased a second ticket.

I received a parking ticket within the period of the second ticket on the basis of stayin longer than 2 hrs.

My appeal was based on the fact that the car park was nearly empty and therefore I was not inhibiting other potential users. I have received a reply that this is not relevant and the rule is still apllied to the letter. I feel this is petty as I bought a ticket and in the circumstances but it seems as if I have to accept this and take the point on the chin

However ,the second unanswered point is that, unlike most other car parks or street parking bays, there there is no time in which one is not allowed to return speciified and therefore NO WAY of saying when one stay period can begin after another. Would I get a ticket if I returned any time in the same day? Why should I assume anything that is not specified? If they are sticking to the letter of the sign surely I have a right to as well?:mad:

    From the wording of your post you did not return as such, simply bought a second ticket or have I misunderstood it?

    If you have overstayed the 2 hour limit then it matters not that you have paid for the "extension". And as for there being no explanation of when the 2 hours commences the application of commonsense would tell me that it commences when you purchase your first ticket.

    What you have probably failed to notice is that an attendant has been around the car park noting registration numbers and ticket details. Detecting a breach of the two hour limit would thus be quite straightforward.

    That's not to say that the ticket you have received is fully compliant. I suggest that you visit pepipoo.com for further detailed guidance.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    On that specific point, had I driven out and returned to the same spot there would have been no difference in outcome - and it would be a bizarre idea to suggest that someone should do this.

    Most likely the warden would have noted your registration down and not necessary location in the car-park, or the car-park has a "no return within 2 hours" stupid rule

    In general they don't note down cars in car parks. It's usually only done on street in limited waiting bays. In car parks its a bit difficult to be sure you've got the exact same bay unless they're numbered. Typically you'll only get a ticket if you're showing multiple P&Ds.

    Wriggling around cars trying to get registrations and valve positions between cars closely parked together isn't very practical - especially when you've got a heavy utility belt round your waist which has to be tight to stay around your waist!

    I used to think it was a stupid rule so I never used to enforce it because in all our car parks we had a high turn over of vehicles so it didn't really matter.
