plan to change next door into 5 flats, gud or not

hi, i live in a terraced house,and our neighbour has applied for planning permission to make his house(end terrace) into 5 1 bedroom flats,with space for 5 cars.anyone got any thoughts as to if its a positive thing or not.
it will cause parking and traffice congestion.
noise im concerned about,thinking 5 lots of tenants, loud music,or could it be that because they would have neighbours either side and up and down,that might not be the case.
if i were to oppose it,any ideas how to go about it,and on what grounds.
also the property prices might go down.
your thoughts would be most welcome

When someone aplies for planning permission the council come out and put a sign up outside the property on a lampost or something. These are normally bright colours so you cant miss them (round here they are day-glo orange and day-glo green), on there will be an address to write to with your objections.
Make sure you fill that in if you are at all worried, the only thing that would concern me, is the owner planning on it being student lets or something similar? then there could be a lot of noise i would imagine.0
