e-mail links not working

Hi y'all. Easy one to answer I hope 
I'm on windows 7 & links (genuine not shonky) in my e-mails don't open when clicked on.
I'm using Microsoft Outlook 2003 & when I click on a link it comes up with this message.
"This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator"
If I use Windows Live Mail & open the same e-mail I can click on the link & go where it directs me.
Does anyone know what setting in outlook is causing this or is it just an outlook 2003/windows 7 compatability issue ?
