Problems with council bathroom replacement

I live in a council flat and just had the council replace my bathroom suite - brilliant, but there are some problems... The bath is too close to wall - today they fitted the side panels on the bath and I realised there was a gap between the bath and the flooring - I can't afford to replace the flooring, and it's too big of…

Can anyone give any more advice?

How would I even go about getting the council to look at this?
Do I have any standing on getting them to do something about this?
To specify the laminate flooring not only has a gap but is damaged surrounding that gap too, and the tiling (council standard, part of the building itself, not just flooring) is damaged. This is sharp, not waterproof, and ugly.
