Do any company's offer special rates to people living on benefits?

I'm trying to find out for mate.
He had treatment for cancer sometime back that went badly wrong and has left him with heath problems inc CFS and mobility issues.
He's stuck in the house most of the time (due to the CFS).
He's now worrying about paying his heating bills over the winter.
He's with BG and EDF.
BG tell him they do nothing for people living on benefits (he's on DLA and incapacity). So that's nice of them.
EDF tell him they have a tariff but he's on the wrong benefits to get it. The fact that he can't pay due to no income doesn't seem to bother them in the least and they tried to put him on a prepayment meter even though he can't get out of the house to top it up!
We managed to stop them doing that.
So, are they any energy company's out there that care that someone's on benefits and can't pay their bills or are they all more than happy to drive vulnerable people into debt ?
