Scottish Power ComfortPlus problem

Morning all,

Just wondering if anyone can tell me if what I have been told is correct.

A few months ago we moved into a new rented property that only has electricity (no gas) and has electric panel heaters (not storage radiators).

Shortly after moving in we received a letter from Scottish Power saying they were coming to install a new meter replacing the old fashioned standard single rate meter. Since there's been a lot of talk re: smart meters, we've had a gas meter at our old place changed recently etc we didn't think anything of it.

However when it came to putting our readings in online there was a problem with them not matching so we phoned SP. The problem was with the third reading 'for the storage heaters' (which we don't have).

So it turns out we have a ComfortPlus meter which is designed to give a low rate on a separate circuit for storage heaters. However this meter only has a single tariff to 'choose' from and cannot be moved from Scottish Power without having the meter replaced. When we asked why this had been installed we were told because of where we lived and because we didn't have gas this was the only meter we were allowed and that this couldn't be changed.

They even told us it was the landlords fault for installing the wrong type of heating, despite the fact that this heating existed prior to the meter change.

Now this does not sound right to me - so we're forced onto a single tariff from a single supplier? Needless to say we're preparing a letter of complaint but can anyone shed any light on this?
