Concerned about car parked near house that is wracking up parking tickets

I live an in area that requires residents parking permits. There is a car park near my house that had it's permit expire on the 31st october and has not been moved since. It's got a number of parking tickets placed on it's windscreen. I have a feeling that the owner might be elderly and not know that their permit has expired but have no idea who they are and where they live- it's not uncommon to have to park 3 or 4 streets away to get a parking space here.
Is there anything I can do to help out? The car is a bit of a banger and I am worried that the person is going to be hit with a huge raft of fines that they might not be able to afford to pay..

Are they council tickets or private tickets? If it's private, can you put a letter or something under the windscreen telling them not to worry about them.One important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.0

No, it's legitimate council tickets

My advice is to call the police. The car could have been stolen, an elderly person could be ill, etc.
Best to be safe.0
