car parking fine

I maybe in the wrong thread but just wondering if someone can help me.
Basically I received a letter from a baliff today stating that a car parking ticket fine needed to be paid on my husbands car, now I haven't seen a ticket for his car this year so had a little scout on the council website.... imagine my horror when I noticed the car parking ticket was for 2009.
My question is can they leave it almost three years before sending me a baliffs letter? I don't know how I would prove I had or hadn't paid this and am now scared that they can basically send parking tickets from years ago and demand payment.
Can someone help me with this thanks so much

Depends on the company? is this parking ticket from the council or a private company?0

If it was a Council ticket then yes this is fine, they would have sent out a pre debt letter a long time ago. It maybe that they have only just asked the baliff to collect the debt, why not contact the council and ask them to consider how long it has been and it is too long to leave it. They can simply cancel it or reduce it back to the discounted value.
Also can you recall the PCN ever being issued, the NTO, or the Charge Certificate?
I work for parking services at a big uk council so i know my parking law, but you may get some help in parking ticket threads.

You must either pay a Council or Police ticket or follow the legal process, if you miss the deadline you loose the right to appeal.0

Honestly hand on heart I cannot remember this far back I make sure that any fines are paid, I am just so scared now that they can send whatever tickets they want and ask me to pay them.
We had a baliffs letter once before for 2010 and it was paid I have the paperwork but when I go on the council website it is sat there showing as unpaid, this cannot be as I have the paperwork and a letter from them with a receipt.0 -
The first thing to do is Contact the Parking Services Manager, tell me which Council you are dealing with and I will tell you who to contact. The baliff will need to collect the debt and the Council will tell you that you cannot pay them, but you can ask the Council to provide you with the info that you need. Call them and ask them for a copy of the evidence and state that you think you have paid, sometimes payments do get allocated to the wrong case and if you pay online they can sometimes sit in limbo and never get allocated to your case.
When you are satisfied that you have not paid then you need to come up with a good excuse as to why you did not, remember they send 5 letters between issuing the PCN and now, so you need to be sorry and nice and have a really good reason, you then need to ask the Council to consider this and bring the payment back from the baliff, if they have waited so long they may be keen to offer you another chance to pay at discount.
Tell me what the contravention was and also the price of the pcn, england or inside london.

Ok so it is Birmingham council, and I do thank you for your help. I genuinely cannot remember any paperwork from them about this fine if at the end of the day I haven't paid the fine I am happy to pay, it just seems a bit strange it is from 2009 and I have never heard anything about it before.0

Apparently it was because my husband did not have a valid ticket on his car and it was parked in Birmingham0

It seems like the Council are clearing out all of the old cases, sometimes they get left for one reason or another and they collect them years later, I think there are 5 years but I am not an expert of the baliff side of things.
I work in the West Midlands so I am very aware of who you are dealing with, Sue Cartwright!. Birmingham City Council. I am pretty sure she is still PS Manager, if you call her tommorrow and then ask for the details that you need, the first thing to do is understand what you are going to be paying for, paying will be the only option now because you cannot appeal. The only other option is if the Council feel they have made an error they will cancel the PCN to avoid looking stupid.
The baliff letter should detail your contravention and the original costs, can you confirm the baliff name please?0 -
