PCN for dropping someone off in a bus bay

Hello all,
Just returned from holidays and the first letter i opened was a fine from the council for 'parking' in a bus bay.
I remember the car driving past me with the camera on top just before i went away on holidays, i remember because i thought it was a TAX checking camera and i thought to myself mines out next month.
Anyways, i dropped my Wife off whilst i was in the bus bay as she was going to the Tesco shop there and i continued to drive and park up the road after she got out the car (my sister lives just up the road and we were on the way to collecting him)
Can i appeal against the fine as i was only dropping my Wife off and was there literally 10-15 seconds. They have the photos included but it does not show me inside the car as the windows look as if they are tinted. There is also nobody else shown in the photo.
Any ideas?

I don't think either the fact of who you were dropping off or the short time you were waiting there will be runners as grounds for appeal.0

You might have legitimate grounds for appeal, but more information is needed. It may or may not be an offence to drop-off in the bus lane, depending on what the traffic order has to say about that, lines & markings on the roads and signs etc.
You need to post here for some advice but you would need to post a location (for Google Street view) or photos, and your PCN.

As this is a council PCN, it must not be ignored. However, pepipoo is the place to ask for advice.
In the meantime, you can make a FOI Act request for information in relation to PCNs issued by CCTV in this area. CCTV enforcement should only be used where CEO enforcement would be difficult or sensitive. If any PCNs have been issued by CEO at the same as CCTV enforcement is in operation, then they should not be using CCTV enforcement. It's probably not a winner on its own, but it would be something to throw into the mix.
The questions could be something like:
How many PCNs were issued by CEO in the period ** to **?
How many PCNs were issued as a result of CCTV surveillance in the same period?
Also, you need to revisit the spot where you were caught, and check if signs saying that CCTV was being used were present at every junction leading to this location.0
