CCTV in rented flat?

Quick update, I decided to ask neighbour and got told to mind my own business and eff off, when I argued that while its pointing public hallways it is my business and I dont feel comfortable being filmed by unknown persons. I was given a heap of abuse, language I could never repeat on here!
So police were contacted, and housing assistant finally got the kick up the bum to return my calls (funny how involving other authorities always have that effect). Since then H/A has told me that it was the neighbours cctv, he had the recordings in his flat and had been warned it either had to be moved so that it focused on his door soley or remove it completely. H/A also said they are taking it very seriously as tenant has previous convictions that makes them want concerned about this complaint. There were rumours this person has previously been imprisoned for house breaking, armed robbery and violent crimes! He says the cctv is for safety as they've had bikes stolen, but thats no excuse, especially since said bikes were left unlocked, lying against the stairs, when there is ample storage with heavy duty locks about 2 feet from where they were left!
I have asked council to install their own cctv device as i would certainly feel safer having something like this in the building, but only if its properly regulated and I know its purpose is legit!!Ideas, help and advice always welcome, judgements and assumptions are not!!:happyhearMarrying my Mr Perfect 20130 -

He sounds a dodgy character and hopefully this will get sorted out. I can't help thinking though that it wasn't really the H/A person's place to tell anyone about this guy's previous convictions. If they're spent convictions then surely you can't just go around saying that people have committed crimes??"Growth for growth's sake is the ideology of the cancer cell" - Edward Abbey.0 -
If it can be reached, an aerosol works wonders, especially if it has paint or expanding foam in it.0

the H/A didnt tell me what he'd commited, she just said there are issues concerning previous convictions that makes us take it seriously. It was a couple of people who know this person who told me of the type of convictions!
This evening my housing assistant accompanied by 2 police officers removed the camera and cut all wires. Hopefully it deters him!Ideas, help and advice always welcome, judgements and assumptions are not!!:happyhearMarrying my Mr Perfect 20130 -

I agree.
Whether they told op what convictions they are or not, the fact they have made here aware of the convictions is a disgrace to say the least. (Not saying I wouldn't want to know being in ops situation, but many people in society have turned their lives around and something like this is out of line... although i'm also sure these people wouldn't be so vile either).0
