Unless I'm very much mistaken, every correct bill that a customer receives should state upon it:
1. How many units (m3 or 100's ft3) have been used over the period.
2. How many kWh those units equal.
How do you think meters can measure gas running through them using anything other than volume?
Follow the basic calculation that 1 metric unit = 11 kWh, and 1 imperial unit = 33 kWh and you will be well on your way.
