I have just changed this setting and I can now drag. As follows
Go into User CP (control panel) at top of page.
Choose 'Edit options'.
Scroll down to the bottom of the page, where there is a drop-down menu.
Select Enhanced WYSIWYG.
Save.
Log out and log back in. Should now work.

Sorry, it was already set and I re-did it all again and it still doesn't work but husband is now moaning about we should be in bed, so thanks for all the help but I have to sign off now.

try this:
tools / internet explorer
click security tab then 'internet' icon
now click 'custom level'
scroll down to "drag and drop or copy and paste files" (about half way down) and click 'enable'
See if that has any effect0 -
