You're obviously a PAT tester and charge for it seeing as (and i repeat) THERE IS NO LEGAL OBLIGATION TO PAT TEST. There is also no law that says you have to and even your own links clarify that they don't need to be PAT tested.

You are wrong, I am not a tester (a handful of folks on this board are aware of my job, i assure you it is not even remotely connected with pat in any way shape or form).

scheming gypsy is totally correct there is NO LEGAL REQUIREMENT TO HAVE A PAT TEST, he isn't saying you shouldn't have a PAT test though. Being a legal requirement and best practice are two very different things.
Health and safety at work act doesn't state that you have to PAT test but it also doesn't say you can take risks by using shoddy items. A PAT test is by far best practice but just having a PAT test sticker still doesn't mean anything in reality as you should still be keeping records of repairs, checks, replacements etc alongside a PAT test as best practice. You have to show that have done enough to prevent an issue and usually a PAT test is the easiest way of achieving that.
Some companies/local authorities will have PAT testing as policy so they know a set standard is being observed and they can enforce that as part of their authority. Same as they could impose anything else (within reason) that they wanted to. Your company could impose you only use lime green post it notes and you would have to follow that but its not a law!!Everyones opinion is the most important.....no wonder nothing is ever agreed on.0
