Decent Homes Issue?

Friend lives with his family in a council flat, and his block with number of flats was successful in decent homes program. The council have external contractors, whom have worked with the council for number of years.
Recently, friend’s bathroom is due for a replacement, and contractors have started taking out the old stuff and moving in the new things. The whole process should take about two weeks. Friend had a letter jointly from council and contractors indicating the time of two weeks, before the process started.
Unfortunately, the contractors have not turned up after a week (company issue), and which means friend’s bathroom is not complete and his personal things are not in the bathroom. Due to his skin disorder and his small child of 1 year and rest of family can not use the bathroom as normal.
As this problem just started, what are his rights, and what can he do in order to get the bathroom completed.

new bath and broken toilet, and no tiles on wall and floor. the contractors are not back in any of the flats where work was carried out.
Guess the landlord will be responsible (council), after few weeks?0 -
