Council Tax cashback on a house you USED to live in?

Not sure if if posted this in the appropriate place, but perhaps if not someone might move it to a more appropriate board? 
I was just wondering, with this development thet Martin has highlighted regarding potential cashback for having had a house banded incorrectly going back possibly 14 years.......
In that period I have bought and sold 2 different properties. Is it still possible to get cashback if I was overpaying at the time I was the owner, even though it has now been sold? For example I lived in one place from 1993 until 1998. Can I claim for that property for that particular period?
