Annex - all above board?

My SIL & BIL rent a one-bed annex, the rent is including all bills. However, the LL controls the heating and turns it off at 7pm, and he has said that he will have to charge them more if his heating bills go up - but that's what their rent is for surely! Also he won't allow them to install a landline or have a seperate address from the main house and he won't allow them a key to the postbox even when he goes on holiday. It all just seems a bit dodgy to me. Does anyone know if he is acting legally? Thanks

This sounds like they are 'lodging' with him rather than 'renting'. There is a big difference tax-wise with this. It sounds like he wants maximum rent without paying any tax. Tax dodging!!!! What did they sign up to?Debtfree JUNE 2008 - Thank you MSE:T0

They are on a 6 month lease and pay him £600 per month which is supposed to cover all bills, the annex has it's own entrance at the back of the property. I just think it all seems a bit dodgy and he seems to think the rent should just be pure profit!0
