But presumably your heating is gas? Electric heating is expensive.

I would also advise the op to check that the meter they are being billed for actually supplies their flat.0

Thanks everyone for your replies, I have been in touch with the EON representative on this forum (Amanda) and she has helped me to understand my bill, I cannot sing her praises enough, she provided details of all charges, payments and correspondence and now I have got my head around it, it seems to make more sense, she has amended my dd down to £248 pm which is great, this will pay off the arrears by April and also pay my usage, after that she estimates my usage to be around £80pm which will finally relieve the pressure and maybe I might be able to afford to eat next year

I'm not familiar with the cost of running electric heating, but that still sounds a bit high for a 1 bed flat. Do you have storage heaters and economy 7?
