urgent help with gif

in Techie Stuff
just created a gif from a video, but my phone doesnt recognise it. i have many gifs on my phone so the only thing i can thing of is the files too large (the gif is a .gif file and plays on the pc) how can i make it smaller file but so it still moves? ive tried everything its driving me MAD!!!

    i cant download off that site, it always says theres files missing when i try to open the program..any other ideas?

    the gifworks one only accepts files up to 400kb and the media one doesnt resize...should i just give up? ive reduced the colours now its half the size but i need the whole size of the gif to go smaller if you know what i mean

    maybe im going about this all wrong then. whats the best format to convert a music video to so i can have it as a wallpaper on my phone? ive only used gifs for that before as i can only play videos (mp4) on my phone not set them to run on their own
