I think you should still apply for a Capital One World Card. The worst they can do is refuse the application. However they may give you one, but with a low limit. If they do that you can apply to have the limit raised after a few months of using the card responsibly.
EDIT: They've changed it - the minimum limit on the World card is now £1,000 but Capital One don't allow you to ask for a limit increase, they do increases automatically. I still think that it is unlikely that the OP would be accepted though.
If you drive perhaps try the AA Rewards Plus card? 3% back on fuel and 0.5% back on all other spending - http://www.theaa.com/credit-card/rewards-plus-credit-card.jsp0
