UPS delivery left with neighbour

Hello I was wondering if you can help, ups delivered a parcel and left it with my neighbour, I went round to collect it and they told me they left it outside my door, obviously it wasn't there and I think the neighbours pinched it, who's liable for this?

The retailer. They contracted UPS to deliver the item and they didn't do so (to you).

As above, contact the retailer. They should investigate & replace it and make a claim with the courier.

I'd consider putting a notice on your door also 'Neighbours are lying, theiving scumbags -- don't leave parcels with them' (assuming they aren't telling the truth that is).
okay okay.. something more generic 'Please return parcels to depot.'
