O2 want to charge me £43.00 to convert my phone line?

I'm looking into home phone/broadband packages for my mother in law who wants to switch away from Sky. I was pricing up O2, but they have applied a £43 to 'convert the phone line'?
Anybody know what that means?

What makes it all the more annoying is I made a similar move over a year ago and there was no charge. But I guess a lot can happen in a year.0

The "gaining provider" may elect to pay it for you and not on-charge it, even if they were themselves charged by Openreach.0
