Pick up of Disabled person on a bus stop

Hello:
Council Birmingham.
Today I recived a parking ticket while waiting in the car for my wife she's disabled. I showed blue badge to civil enforcer. But the lady didnt care she just gave me ticket. I understand That no one can park on a bus stop but where I wanted to pick up my wife we're road works and only safe place was a bust stop, she was exhausted she got problems with walking and she already walked to much on that day. Is there a chance If I chalange this fine i will win?

Possibly but you should always, always avoid bus stops, taxi ranks, dropped kerbs in Special Enforcement areas and zig-zags. Pretty much anywhere else would have been fine, double yellows etc.

If you read the PCN you will see that you can make an informal appeal and on the back of the PCN it should say whether they 'will' or 'may' re-offer the discounted penalty if your appeal is received by day 14. If you send it to be received by day 14 at the very latest you should find you lose nothing, even if they reject your appeal the fine should still be offered at the lower amount for another 14 days.

So I would make an informal appeal, if it's your first contravention with the Blue Badge then sometimes they allow it. Send them a copy of the BB and ask for leniency, due to the road-works you could not find any other safe place to collect your wife who was unable to walk further along the street.

If you do get a rejection though, please don't give up and just pay without checking if there are other grounds for appeal. In your shoes, I would be posting on pepipoo now as well as preparing that informal appeal, do not delay, get expert advice now. It's a free forum and they will just need you to register and start a new thread (read the FAQs 'how to post pictures' as they will need to see the front & back of your PCN):

They are the experts who can help you with all stages of appeal. As long as you keep to deadlines then you only ever risk possibly being told at adjudication to pay the full penalty amount. There are no other hidden costs at all.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
