Tax Credit overpayment, these people are annoying me.

We had a tax credit overpayment, phoned them up, challenged it, turns out we are due them £369. We have no problem paying and attempteded to set up a direct debit.
As the tax credit overpayment is in OH's name, but money would be coming out of an account with MY name, they said they needed to send out a DD mandate to take to my bank. This was about 3 weeks ago, still recieved nothing.
OH phoned them again last week and we are still waiting. On the overpayment it says this amount is due by 11Nov. If we don't recieve the mandate to take to my bank with TC arrest money from partners wages?
Theres only so many times my OH can phone this 0845 number and be left on hold for 45 mins to be told a mandate is getting sent out. What else can we do?
Maybe writing a letter would help? What would there timescale be for this? The fact they want payment by Friday but are not sending us the mandate is no good to us!
