Beat that Quote - Vanishing Cashback

If like me you used Beat that Quote last time to switch utility supplier, and based your calculations on the promise of a £35 cashback 90 days after the switch took effect, then by now if my experience is anything to go by you will be living on the breadline. My switch came into effect mid May, yet many email chasers and procrastinations later I am still waiting for the promised refund. Does one have any rights in such matters and who does one go to - the OFT?
