Tax Credits - Retuening to Full Time Education

I was wondering if anyone can give me some advise
My daughters boyfriend left school at 16 and had a year looking for work
He's now doing a full time NVQ Level 2 at College so I advised his parents he was eligable for both CB and CTC/WTC
He's been awarded CB straight away but his dad has been turned down for Tax Credits
I havent had time to speak to him but I am assuming that he's filled in the form incorrectly - UNLESS tax credits have to be a continual award and the break od a year post Year 11 has caused a problem
Household income is around £30k, and his son is in receipt of lower rate DLA Care element so to my mind they should have been awarded about £40 each week
I have advised him to get hos dad to recheck how the form has been completed and appeal but was wondering if there was another reason the family have been turned down - such as this being a new award post 16
From what I understand the family had nver claimed CTC whilst the son was at school so will not be on the "system"

Should be OK, though not sure if NVQ counts as "advanced" education? You could have a flog through the entitlement rules:
