Freefivers cashback site

I applied for a Amex credit card through Freefivers cashback site, as it stated it would pay £25 for an application which was successful. I applied and was offered the card, and the cashback of £25.00 was credited to my Freefivers account, but now it has been reserved, Freefivers are saying if they don't get the money from Amex they cannot pass it on to me, I abided by the terms and conditions, I applied and was accepted and have the card in my possession, I feel as though Freefivers are going back on their word.
I have this morning spoken to Amex and they are saying it is between the cashback site and them and not for me to get involved.
I don't know if these websites are regulated by anyone, can someone please advise what to do next.
