    Surely the key word in the question insurers ask which is "where is your car normally kept at night?" is "normally". This does not the same as "always", and would imply that it can be elsewhere overnight from time to time, for things such as holidays and the case of the road being dug up as described.

    Whether the insurance company should be involved is another matter...

    I think the issue here is not where the car is normally kept but is it worth claiming on your insurance and enduring a few years of bloated premiums because of it.
