I have ordered some goods from the USA they cost £170 and have been delivered by UPS, I was not charged any import or customs charges on delivery.
Do I get sent a bill at a later date? or does it mean I have let lucky and not been charged;)
Thanks for any advice

You've not been charged. Charges are usually payable up front. Some stuff is zero rated.0

maybe, but some dealers on e bay say customs duties etc are the responsibility of the buyer, so how do you calculate if its a bargain unless you know what the import costs could be?0

If duty is applicable then UPS will take the payment from you when they make the delivery. They will take a CC on the doorstep, they did with me 10 yrs ago.0
