New Airport Tax

We have booked flights to Spain in the summer. These flights have already been paid for a couple of months ago. With the government introducing this new airport tax, the price of the flights have gone up. We got an email from the airline stating this and when we checked the money had already been charged to the cerdit card.
My question is this - Can they just take the money or do you have to agree to it. What happens if the extra charge puts you over your limit and you are then charged by the bank as a result?
