ecn claremont car park bicester oxfordshire

i got a ecn for parking in disbled bay displaying my blue badge. the car park had always been free for blue badge but in april it apparently now charged blue badge holders to park. there are no clear signs stating this. as you enter the car park there is a yellow board which is dirty and pointing upward with sun shining on it cant be read. looks like a workmens board. as you enter one way a proper blue sign you expect to see is on right but as you turn in it is directly behind you so cant be read. disabled bays are 150-200 mtrs away and there are no signs in the bays like other users get. tied to a pole waS a a4 laminated sign stating 3 hour parking, with another sign pointing away so cant be read.

i had an appeal turned down before i had even appealed and went to ombudsman but quickly realised that she thought signs were adequate, and she said that as i was going to appeal anyway the council were withibn there rights to turn it down. even tho yoy cant read them. she saidd several other people were complaining about this car park but seems like she doesnt want to see it from a disabled point of view.

went back to car park and signs had been cleaned and a new one on pole stating blue badge charges (it wasnt there before and i took photos showing this)

the fine is now £100 and i dont have it anyway so apparently i get a criminal record because of the council branding parking fines as criminal offence. terrorists get better treatment.

bailiffs could come but i am told not to let them in, the only thing of value to me is my wheelchair anyway.

anyone had any succes with excess charge notices, as it all seems loaded in favour of the council and there is no chance of a fair trial

the town has become a ghost town with shops shut all over the place and even somerfields next to the car park is closing down. it used to be a really nice town, thats why we went. disabled drivers i met said they seldom come into the town now and use the free parking on the retail parks, so avoid the place unless you are prepared to pay, especially if you have been there before when it was free parking

    Be careful, do not ignore it. Did you see the Bailiff programme the other day, they are not nice people and think nothing of scaring people like you.

    Are you saying it's not a decriminalised system where you are, it's an ECN and you have already taken the appeals process to its conclusion (Court?). I am not sure what you mean by the Ombudsman? Do you mean the Local Authrities Ombudsman for complaints, or do you mean an Adjudicator? Confusing.

    You will need to post pics on pepipoo of the letters & ECN that you have had so they know what you are dealing with and what stage you are at.

  • thanx coupon-mad i do not know much about it as ive never had a ticket, but its a criminal offence according to this site. the ombudsman must be local authorities as i found it online when someone suggested it, i dont know what a adjudicator is. i felt the ombudsman was more sympathetic to the council and not impartial as i had been led to believe. i will look at pepipooo and thanx for the link.

    Councils hike parking prices up and then wonder where all the shoppers have gone.
