I'm selling my old pc and was wondering what I should do to make it "safe" to sell. I was going to restore factory settings with my windows disc, run ccrap cleaner, and delete all my old files, anything else I should be aware of, so the buyer can't access any of my old stuff?

The safest way is to simply remove the hard drive
Other methods suggested are 99.9% safe but someone with enough time, hardware, knowledge and luck may be able to recover something you dont want them toAll posts made are simply my own opinions and are neither professional advice nor the opinions of my employers
