Housing Benefit Shortfall

I have tenants in a 3 bed room house who until last month received the 2 room rate, they have now been reduced to 1 bed rate giving a shortfall of around £150 per month. Discretionary Housign Benefit has been applied for by Shelter on their behalf. They have a 21 yr old daughter who has just split with her boyfriend and wants to move in with them - will she be able to claim HB in her on right as living with parents - or will they go back as a family to the 2 bed rate?
Mama read so much about the dangers of drinking alcohol and eating chocolate that she immediately gave up reading.
