DLA/IB/Savings?

I have just been told two directly conflicting comments with regards to Disability Living Allowance and Incapacity Benefit and savings.

Can someone please confirm or refute that someone in receipt of those can have any amount of savings and it wont affect their benefits?

I thought I knew the answer to this but this recent conversation and comment has made me question if what I thought I knew is accurate or not.

    Neither IB nor DLA are means tested benefits.

    The situation may change when the person gets moved over from IB to ESA.

    May change = if the person is placed in the support group, then they continue to receive ESA (contributory).
    If they are placed in the work-related activity group, then they get moved over to ESA (income-based) after one year, when their savings do matter.

    Incapacity Benefit [IB] (contributory based) and DLA (disability living allowance) are non-means tested benefits and are not affected by capital. However, for some claimants IB is topped up by Income Support (IS) which is a means tested benefit and may be reduced by capital depending on the amount.
