Hounslow Council PCN notice

Hi, Can someone assist me with my problem.
I received a pcn notice on 16-08-11 and i appealed by email on the 23rd Aug. I recd. an acknowledgement and was told that they would assess my appeal ang reply asap. On the 5th of October i recd. a notice to owner asking for the full penalty fee of £60.00. There was no mention of my appeal. At the time it stated on my ticket that £30.00 would be accepted if my appeal failed. I replied back to the letter (of 05-10-11) and still await their reply. My appeal sent on the 23rd was:-
I received a parking ticket on [16/08/2011] but I believe the ticket was wrongly issued and I would like to submit an appeal for the following reasons:
The alleged contravention did not occur - I was within the five minutes of grace time
I was rushing to my car and I saw the parking attendant looking and waiting by the vehicle. He had not begun to issue the ticket. I called out to him and when I reached him I said “I was sorry” and told him I had just gone over the time by a minute. He looked at me and stood silent for a few seconds and said I was over the limit. I went to get in my car and he started to issue the ticket. I was surprised and said “you’re not going to issue it are you? He said yes. But I said “I just explained to you that I am only a minute late”. He again stared at me and said "but you are over the limit". I said it was only a minute by my watch. He said that is your watch. I then ran to the nearest machine and found it showed the same time. I called from the machine (which was only a few feet away) and said it is showing the same time. He did not respond. I then went to him and reiterated my statement. He said it is too late and I should not have been arguing. I said I wasn't arguing, I was just talking to him and that I could have driven away but showed him respect by not doing so. He then issued the ticket and said look it is now 15-02 pm. I said it is now because you have just issued the ticket. He also said I had 5 minutes grace. I said well then “I shouldn't’ have been issued the ticket in the first place”. He said you should have left and not argued. I felt so angry but I have worked in several government departments and have learnt to keep my composure, although now I can understand why people lose their tempers. He walked away and ignored me. I started to look at the ticket and a few minutes later saw another gentleman talking to him. When I went over and asked him what happened, he had the same complaint. We exchanged PCN notice numbers to both appeal how this attendant was doing his job. This parking attendant is dishonest and it is putting a bad reflection on the honest attendants working for the council.

It's not too late but if you had just posted earlier (August would have been good!) you would have been told straight away that Hounslow windscreen PCNs have a wording flaw that wins at adjudication.
You have to know what it is to raise the issue.
I would get over to pepipoo asap and take advice now:

As far as I know the law changed recently that even if you drove away then the trafic warden could still have issued the ticket and it would have been posted to you.
But as said, post on PePipoo, hope you get sorted.make the most of it, we are only here for the weekend.

Yep that is true but only if the CEO bothers to trigger a postal PCN. Some CEOs print the PCN and throw it away, pretending it was served. Then the first the motorist knows of it is when an NtO arrives.
Having said that - the OP should have jumped in his car and driven away. Never stand there talking to a CEO, ALWAYS jump in the car and drive away - if you then hear anything, go to pepipoo.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not convinced that jumping in the car and driving away is the best advice. As a a PCN can be served by post under section 10. A PCN served under section 10 looks very similar to a NTO. There would be no point in a CEO pretending the PCN had been served as the purpose of a section 10 vehicle drive away is when the CEO is unable to serve the PCN.0

I agree, no point - but it happens more often than not on the occasional drive-away cases seen on pepipoo. I wonder if it's lack of training among CEOs, who knows, but 'phantom' (non existent) PCNs are common.
And of course it then gives the motorist a potentially-successful appeal if they realise the wrong letter has been seen out (NtO only alleging service of PCN).
