New rental... cannot fathom timer...

Can anyone help me?
I moved into a new flat on Friday, still have no hot water as I can't figure out this timer (see pic) and I wondered if anyone can give me a hand please?
No instruction manuals for anything in this place, and figured someone here might be able to help me out.
I have also put in a pic of the switch next to it, is this off or on?

The "switch" looks like an RCD and "normally" with electrical modular switchgear 'up' is ON. However "switches" such as the one pictured beside the timer are down for ON (except yours is pictured OFF).
In practice, with an RCD, the OFF position is the position the "switch" goes to after the red button is pressed. Try.0 -
Indeed the switch with the neon is down for on, on the timer there is a three position sliding switch, its Off, Timed, On.
If the neon does not come on with the switch down check the fuse box/circuit breakers.That gum you like is coming back in style.0 -

Hi as Jalexa said the RCD is off at the moment, switch should be up.
Also the spur is off at the moment, switch should be down.
Switch both these to the correct position then set the time on the time switch to the current time.
The segments on the timer need to be depressed to select the on/off times for the immersion heater ( I notice that some are already depressed presumably by the previous tenant).
The sliding switch then need to be set to auto, this will heat the water during the timed period.
The sliding switch set at off is for when you don't need hot water, holidays etc.
The sliding switch set to on will switch the immersion heater on permanently, the idea being to provide a boost if you have used a lot of water, or need hot water after it being switched off whilst on holiday, a note of caution when using this switch setting, don't forget to turn it back to auto or you may end up with larger than expected bills. :mad:
Are you on a dual rate meter ? if so you obviously want to heat the water withing the cheaper rate period.
A word of caution with using photo's on here or most forums.
Either make all the photo's, except the ones you want to post, private.
If this can't be done on your photo hosting website could I suggest you use another one, such as Flikr or Imageshack and send the photos you want to post to there.
The reason I mention this is that at the moment all your Photobucket photo's are accessible to anyone :eek:
It's worth Googling the name of the time switch to see if there are any instructions on the WWW0
