Can I charge a netbook directly from a solar charger?

My Asus Eee charger is no longer charging and I find myself with a useless netbook as I have no spare charger. Instead of purchasing a universal laptop charger, I thought I might go for the versatility of this solar charger, which is on offer at £49.99 until Tuesday. This would be cheaper and more versatile than a laptop charger when factoring in electricity costs over a decade (it's also far more likely to function after such a period).
The output of my current netbook charger is 19V, and the current is 2.1Amps, so am I right in thinking the solar charger would simply take about twice the time to charge it? Also, what is Open circuit voltage?

£49.99 bargain, and £399 for the flight to Las Vegas..... Sorry these Solar panel gadgets rarely work well outside of California or the Sahara.My Mind wanders, if found please return.0

That is the voltage the cells develop when there is no (appreciable) load - ie what you'd see if you just put a volt meter on it.
