HTTP403 Forbidden whilst on eBay

Just got a better spec PC to replace my ancient one. All is fine except when I go to eBay.co.uk main page only half the page is showing and the rest has the above message. ( I am on windows xp and broadband connection )

Does pressing Ctrl + F5 get the complete page up ?
Where did you get the address from ? emailed ?
try going to this page type into the address bar 66.135.192.41 - what can you see ?
Have you updated Windows ?
What security do you have on your new pc ?
A firewall ?
Windows Defender ?
Spybot with the Immunisation set ?
Adware for the occassional scan for spyware
Anti-virus - with live scanner ?
If the problem has solved itself - I hope you are at least protected with the above free applications....Rich people save then spend.

ctrl F5 does not work, windows updated when system set up last week.
Currently usinge zone alarm security.
When I type in 66.135etc it brings up the eBay page but in the centre it has the message "the website declined to show this webpage"0
