If I have an E7 meter installed, can I switch back and forward between E7 and non-E7 tariffs in winter and summer?
Or is there a fee in switching?

It will depend on a number of factors:1) Does the supplier support E7 metering with a 24/7 tariff, if yes then you possibly could, if no then they will want to swap your meter so no good.2) What tariff you sign up for i.e. does it have a minimum period or termination fee.3) Do you want the hassle as it may involve switching suppliers twice a year to achieve this?I am sure lots of others will be interested how you get on in doing this.
