Most LA's will have a money advice centre which might be a good place to start.

If you have a Credit Union nearby, they are also really good.

I know that different areas have different agreements. When I used to work for Brighton Council, we had an agreement with the Co-Op that they would take our benefit customers who had poor credit histories. Might be worth checking?

Also, If you are looking to have a state benefit paid, the Post Office Card Account is recommended - some like Nationwide offer postal accounts which take longer to open but work for those who don't have good credit.
I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

I've just been the victim of a conman and as a result, my credit score has been trashed. Due to the fraud, I had to sort out a new bank account as well. Barclays came up trumps for me. You can even print an application form off their web site. If you take it into a branch with your identification, they will stamp it and send it off to their head office to process. They told me that they don't credit score basic bank accounts and they do provide debit cards.

Credit unions will open accounts for benefit to be paid in tho. Also, all banks have to offer basic bank accounts under FSA regulations. They just don't advertise as they don't make them any money.

the CU i used to be a member of only pays out withdrawals by cheque so would be useless for that purpose(it was btw a fairly large CU covering a population area of 300,000 people)

banks do have to offer basic bank accounts but do not have to accept the applicant. your best bet for a bank account if you have bad credit is coop bank and you can also set up dd's and have online banking.
  • Post Office have an Account for Benefits Only and will give you a card to withdraw money at any of their branches,

Totally agree with this, Barclays were excellent when I had to have a basic a/c

Not disagreeing with any of the above just wondering do they provide online banking?
  • I use the on-line banking with my basic Barclays account all the time. I registered for pinsentry and they send you a card reader to log in with. You can log in with passwords prior to getting a card reader though. They also do telephone banking. I've registered for this but never actually used it so can't really comment on it.

The other plus I have found is that my Child Benefit payments are generally due on a Monday every 4 weeks. With Barclays, the credit is always in on the Saturday before so they must run the BACS tape for the Monday credits over the weekend.
