not sure if there are any concessions for wheelchair users. You will have to plan subway journeys carefully. The map they provide has symbols against stations that are accessible but it's an old system like the London underground and lifts have been installed only at certain stations. Changing from line to line can often involve stairs. Quite a lot of buses are accessible including some high floor ones which have lifts which extend out. This site implies they are all accessible
