Parking Ticket face down but valid

I parked my car on the Richmond Green in a "shared use" parking space and paid the applicable parking ticket. When shut the door the ticket turned face down and I received a parking fine.

I disputed the fine once already providing all the the details via e-mail but not enclosing the physical ticket (my mistake) and the PCN was not cancelled.

I would like now to wait NtO and submit further reppresentation including the physical ticket.

What do you think?

Hi The exact same thing happened to me! When they issue the ticket they photograph it and there is a code on the back, the same that is on the front, so they know that this is the same ticket that was on the dash. Just in case you rushed off and bought one AFTER you got the penalty notice! As this was my first offence, or as I wld rather call it 'mishap' they let me off. So I wld say dont worry too much.

I think, read up on threads and info about 'the Fluttering ticket':

Google result (wait for it to load)

Main reading for a start would be:

2006 Chief Adjudicator's report (has a whole section on the matter)

Get hold of a link to the Traffic Order for that street - the above link will explain why it's important. Email the Council in another family name - no mention of PCN, no potential for confusion with your appeal - and ask for the Traffic Order.

Finally, start a thread NOW on pepipoo if you haven't already, while awaiting the Traffic Order and NtO:

    http://forums.pepipoo.com/index.php?showforum=30

Pepipoo will help you to win this one. Almost everyone wins. As you have already been turned down at informal appeal stage it's time to get expert help as the Council are trying to call your bluff. Call theirs!

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
